The AMEICC WG-AI organised a meeting for government representatives and members of the private sector of ASEAN Member States (AMSs) and Japan. The agenda included industrial cooperation and an exchange of information and views surrounding each country’s automotive industrial policy.

This year, the 18th annual meeting was held for the first time in Tokyo, Japan on 24th and 25th October 2017, in conjunction with the 45th Tokyo Motor Show. The meeting was welcomed and opened by Mr. Nobuhiko Murakami, Chairman of the Japan Automobile Manufacturers Association (JAMA) International Committee.

Speech by Mr. Nobuhiko Murakami
During the opening speech, Mr. Murakami noted that both ASEAN and JAMA are celebrating their respective fiftieth anniversaries in 2017. He stressed the importance of the ASEAN-Japan relationship over the past half century, and said that he is looking forward to the next fifty years. He also acknowledged the critical role played by this Working Group in the development of the automobile industry in ASEAN and Japan.

Mr. Murakami noted that JAMA member companies have increased their investments in ASEAN and expanded their operations hand-in-hand with their ASEAN partners. He also re-iterated that the Japanese automobile industry in ASEAN is characterised not only by economic activity, but also by the high pace of technology transfer, human resource development, and corporate social contributions.

AMEICC Automotive Industry Annual Report
All participating AMS’s reported on their respective countries’ Automotive Industry Annual Reports. Each country’s sales and production performances were shared, along with policy directions on investment, export, tax system, eco car programmes, fuel property, and others. ASEAN Automotive Federation (AAF) also gave a brief review on the ASEAN market, both on motor vehicles and motorcycles.

Next Generation Vehicles in ASEAN
Indonesia, Malaysia, Philippines and Thailand introduced its new programmes or incentives to promote wider use of next generation vehicles, such as Hybrid Electric Vehicles (HEVs), Plug-In Hybrid Electric Vehicles (PHEVs), and Electric Vehicles (EVs), followed by METI, Japan.

The Japanese government also introduced tax incentives and subsidy schemes for charger installations and the promotion of new vehicle purchases, further encouraging the competitive use of next generation vehicles. METI indicated that they welcome further cooperation, and that respective AMSs can make use of Japanese expertise and knowledge towards this development.

Japanese key automakers (i.e. Toyota Motor Corporation, Mitsubishi Motors Corporation, Nissan Motor Corporation) also spoke about their initiatives, strategies, new technologies and gave their expert views on Next Generation Vehicles. They outlined their ultimate goals and the technical approaches for greater energy efficiency and a more mobile society.

The support and contributions of the Japanese automakers in the global trend of promoting EVs, HEVs, PHEVs, Fuel Cell Electric Vehicles (FCEVs) and other power train electrification were underscored in accordance with respect to their individual markets and customer needs.

Key Issues of Automobile Industry

1) Environmental Issues
JAMA outlined a proposed integrated approach to reducing CO2 emissions. These will include activities through expert dispatching programmes in respective ASEAN Member States (i.e. Indonesia, Malaysia, Philippines and Thailand). JAMA will also assist in the formulation of appropriate action plans. JAMA noted that it is important to have accurate CO2 data collection in order to provide evidence for the implementation of CO2 reduction measures.

Thailand provided evidence of its move towards a CO2 emission reduction by 20% from the project business as usual (BAU) level by 2030 at COP21. Aiming to reduce Green House Gas (GHG) and transportation emissions, Thailand’s Environmentally Sustainable Transport (EST), strategic directions, and master plan were also presented.

Malaysia Automotive Institute (MAI) presented highlights of their 4R2S and the next set of activities that it intends to make in order to meet the objectives of the National Automotive Policy (NAP) 2014. The 4R2S is the industry standard for qualification and standardisation of automotive parts and components for the Repair, Reuse, Recycle, Re-manufacture of Services and Spare parts, under a transformation programme for the aftermarket.

2) Safety Issues
Malaysia Road Safety Council reported on its 2014 - 2020 road safety plan. The plan aims to reduce by 50%, the projected fatalities due to road accidents, by 2020. Consisting of five major strategic pillars, the plan addresses road safety management, safer mobility and roads, safer vehicles, safer road users, and post-crash management.

JAMA explained the sustainable automotive society and expressed appreciation to METI, Japan for supporting the ASEAN-Japan cooperation projects to improve ASEAN road safety. The substantive outcomes of AMEICC Road Safety Projects in Indonesia, Malaysia, Philippines and Thailand were also evaluated in more details. JAMA stressed the importance of accident analysis to make the ‘Triple Safety Approach’ (driver education, road infrastructure, vehicles with safety features) workable and effective.

Future of the Automobile Industry
JAMA’s activities toward the practical application and widespread use of Automated Driving Technology were also introduced at the Meeting. A roadmap for promoting automated driving between the year 2020 - 2050 was outlined. The goals include the elimination of social burdens associated with motor vehicles use, and the intention to adopt innovative automated driving technologies.

The Japanese government’s policy on realising automated driving in Japan was addressed through the support of cooperation areas, including a 3D map for automated driving, a database for developing recognition and judgement technology, and a test facility for the assessment of performance and safety.

To complement the implementation of the NAP 2014, Malaysia addressed six roadmaps and action plans to be developed as a guideline for the transformation of the local automobile, transportation and mobility industries. The main objective is to create an energy efficient vehicle (EEV).

Focusing on SUBARU advanced safety technology, the meeting took note of the SUBARU safety strategy. Of particular note was the progress of the advanced driver assistance system ‘Eyesight’ – a stereo camera that recognises vehicles, pedestrians, guardrails, and other road objects using various driving support techniques.

JAMA Contribution Brochure
JAMA introduced the new brochure ‘Hand in Hand between ASEAN and Japan – Driving Growth towards the Future 2017’, which is a detailed look at how Japanese manufacturers are working to promote the automobile industry in and with ASEAN countries.

The next AMEICC WG-AI
At the end of the meeting, all AMSs expressed their appreciation to the high level of organisation and hospitality offered by the Japanese government. The next WG-AI will take place in the Philippines in 2018.
